Stat screen description.
Saboteur is an unlockable helmet (i.e. Specialization or class) for 
Troopers to acquire. Its unique ability is 
Sabotaging weapons possessed by the enemy. The higher the level, the better the odds are.
Saboteurs do not need to be at the present wave (deployment) of troopers for their ability to take effect, they can be put at the reserve since their Sabotaging ability can be crucial in battle. Saboteurs will try sabotage every enemy weapon depending on your Sabotage %.

- The blurb quote attached to it still hints on a presumably cut-out feature, namely turning operational weapons in
Water Pistols instead, a clue to which was left on the client's sprite sheet. It can also mean that the developer team just makes a fetish of water pistols across its games.
