Recovery is yet another weapon Stat with a not clear function. The first thing that comes to mind is waiting time between successive shots. The other theory is that it has an effect on aiming times, the sole argument being that arms with minimal Capacity would not need a value at all, but the value stated doesn't relay a number of Turns it takes to aim and shoot either, all happening notably faster. However, Infernal Tube, for example, seems to have pretty long aim time, which can be explained by Speed reduction for being a heavy item, happen it actually affect aiming times.
